Requires the State Ethics Commission to establish and administer mandatory lobbyist training courses covering state lobbying laws under Chapter 97 and ethics laws under Chapter 84.

Mandates all lobbyists complete training before initial registration under HRS §97-2 and repeat the course at least once every two years.

Requires lobbyists to certify completion of training when registering or renewing registration and maintain documentation for six years.

Allows the State Ethics Commission to grant extensions for good cause and authorizes the commission to conduct training online and via videoconference.

Establishes a penalty of up to $1,000 per violation for failing to provide documentation confirming completion of mandatory training; currently registered lobbyists must complete training within six months of the Act's effective date.
