• Part I - Lease Extensions: Clarifies that the Board of Land and Natural Resources cannot unilaterally amend lease terms when extending public lands in Hilo community economic district under Act 149; any lease form or leasing practice changes must be included in board rules adopted through chapter 91 procedures.

• Part II - Public Land Trust Working Group: Establishes temporary public land trust working group within Office of Governor to compile inventory of public land trust lands within 24 months; comprises six members appointed by governor, house speaker, senate president, and office of Hawaiian affairs board.

• Part III - Bulkhead Repairs: Appropriates $65,000,000 for fiscal years 2023-2024 and 2024-2025 to Office of Hawaiian Affairs for repairs to bulkheads and revetments on parcels conveyed to OHA under Act 15, Session Laws of Hawaii 2012.
