Amends Section 323F-8 of Hawaii Revised Statutes to clarify that the corporation board appoints the chief executive officer by majority vote of "voting members" rather than "entire membership"

Changes the requirement for discharging the chief executive officer from a majority vote of the entire board membership to a majority vote of voting members only

Maintains that the chief executive officer remains exempt from civil service chapters 76 and 89, with salary set by the corporation board

Preserves the chief executive officer's authority to appoint up to 18 other exempt personnel to work directly for the CEO and corporate board

Takes effect upon approval
