Reinstates HRS §436B-14.8 without a sunset date, allowing military members to present education, training, and service as qualification requirements for professional and vocational licensing in Hawaii.

Requires all licensing authorities to consider relevant military education, training, or service completed in the armed forces, reserves, National Guard, state military reserves, or state navy militia as part of the license qualification evaluation process.

Requires evidence presented to demonstrate substantial equivalency to state standards for fulfillment or partial fulfillment of licensing requirements.

Directs the licensing administrator of the professional and vocational licensing division to communicate this Act's intent and parameters to each licensing authority and submit an implementation report to the legislature by twenty days prior to the 2024 regular session convening.

Takes effect on July 1, 2023.
