Director of finance is authorized to issue general obligation bonds for an unspecified amount to design and construct a Hawaii state capitol welcome center facility on the Diamond Head side of the capitol lawn or another appropriate location.

Welcome center will serve as an educational facility for visitors to the state capitol, assist students on field trips, provide self-guided tours, and include a museum detailing Hawaii's history from the monarchy to statehood.

Facility will include a gift shop and a café or coffee shop.

Department of accounting and general services will expend the appropriated funds for fiscal year 2023-2024.

Appropriation shall not lapse at the end of the fiscal biennium; however, any unencumbered moneys as of June 30, 2026, shall lapse on that date, and the Act takes effect July 1, 2023.
