Requires the Department of Transportation to conduct a two-year study on maximizing the use of recycled asphalt across Hawaii.

Study must establish best practices for paving projects and determine water retention and permeability features of recycled asphalt.

Study must require procedures to prohibit distribution of planed asphalt pavement into the environment and establish disposal standards for non-recyclable asphalt through landfill cover application.

Department may request assistance from relevant stakeholders to complete the study.

Department must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2025 regular session.
