Establishes a new chapter regulating contracts and license agreements between publishers and libraries for electronic books and digital audiobooks in Hawaii.

Prohibits publishers from including contract terms that restrict libraries' customary operational functions including licensing materials, using technological protections, making preservation copies, or participating in interlibrary loan systems.

Prohibits publishers from restricting libraries' lending functions including limiting loan periods, charging prices exceeding public retail prices, restricting license quantities, imposing per-circulation fees, or limiting total loan counts.

Declares contracts with prohibited provisions constitute unfair or deceptive practices under Hawaii law and are void and unenforceable; allows libraries, library officers, and borrowers to seek remedies.

Prohibits libraries from printing or creating physical copies of purchased electronic literary materials and exempts existing contracts from retroactive application.
