Adds a new part to Hawaii Revised Statutes Chapter 368 establishing accessibility requirements for state facilities, businesses, and recreational facilities to serve individuals with disabilities and elderly persons.

Requires all such facilities to have ADA-compliant entrance and exit points with doors requiring no more than five pounds of force to operate, handrails in handicap stalls and on stairs/ramps, and two big wheel beach chairs at each lifeguard tower.

Mandates electric scooters or wheelchairs be available at each airport at designated parking areas or curb access drop-off areas, and requires airplane ramps not to exceed two centimeters in height.

Requires state facilities, businesses, and recreational facilities to increase handicap parking stalls by 50 percent of existing spaces as of the effective date, with a minimum of one additional stall per lot.

All accessibility measures constructed or installed on and after July 1, 2023, must comply with the federal Americans with Disabilities Act of 1990, as amended, and state accessibility standards.
