• Prohibits lobbyists and entities required to file expenditure statements from making gifts to legislators and state employees that are prohibited under Hawaii Revised Statutes section 84-11 or Hawaii Administrative Rules title 21, chapter 7.

• Creates a new section 97-[ ] in Chapter 97, Hawaii Revised Statutes, establishing the unlawful gift prohibition and defining "employee" as specified in section 84-3.

• Adds violation of the gift prohibition as a fifth category of enforceable offense under section 97-7, making violators subject to administrative fines up to $1,000 per violation imposed by the state ethics commission.

• All fines collected are deposited into the general fund.

• Takes effect upon approval.
