Requires hemp cultivation only in state agricultural districts and restricts growing within 500 feet of playgrounds, childcare facilities, or schools, and within 100 feet of pre-existing residential structures (reduced from 500 feet).

Permits hemp cultivation in residential structures if part of a United States Department of Agriculture licensed production area.

Authorizes the Department of Agriculture to adopt rules addressing nuisance issues (smell, noise, lighting) and to align with federal exemptions for hemp fiber, fuel, and seed grain crops without exceeding federal law requirements.
