Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo through collaboration between the Imiloa Astronomy Center and Hawaiian Language College.

Grants the institute unique powers of scheduling, outreach, and functionality separate from the University of Hawaii, with option to incorporate as a nonprofit corporation.

Exempts the institute from Chapter 42F qualifying standards for receipt of state funds, though any contracted recipients or providers must comply with Chapter 42F requirements.

If incorporated as nonprofit, the institute must comply with licensing, anti-discrimination laws, nonprofit incorporation requirements, IRS tax-exempt status, and maintain governing boards without material conflicts of interest.

Institute may seek grants and gifts from public and private sources, enter into power purchase agreements, and retain ownership of patents, copyrights, inventions, and discoveries; must submit annual reports to the legislature; effective July 1, 2050.
