Amends Hawaii Revised Statutes Section 346-59 to include long-term supports and services alongside medical care in payment rate determinations by the Department of Human Services.

Requires the Department to review payment rates for services without Medicare comparisons on a consistent schedule, but no longer than every five years.

Removes outdated language referencing the year 2000 Medicare fee schedule as the basis for establishing the Hawaii Medicaid fee schedule.

Directs the legislature to consider rates determined by the Department when preparing medical care appropriation requests and reporting requirements.

Appropriates unspecified general revenue funds for fiscal year 2023-2024 to support the Department's establishment of payment rates under the revised statute, effective July 1, 2023.
