HB 1464 Summary

• Requires all individuals to comply with the federal Military Selective Service Act (50 U.S.C. §3801 et seq.) to enroll in state-supported post-secondary institutions, including the University of Hawaii system.

• Prohibits individuals not in compliance with Selective Service from receiving state financial assistance for post-secondary education, including loans, grants, scholarships, and other state-supported aid.

• Bars non-compliant individuals from employment by the State or its political subdivisions and from service on state boards, commissions, and agencies.

• Exempts individuals under 18 years old, those 26 or older who were previously compliant, active-duty military members, non-U.S. citizens, permanent residents of Pacific Island territories, and those excused from registration under federal law.

• Takes effect July 1, 2023.
