Requires each county with a population of 200,000 or less to establish a five-year pilot project by January 1, 2024, to regulate hosting platforms that provide booking services for transient accommodations.

Defines "booking service" as any reservation or payment service that facilitates transient accommodations transactions between users and hosts.

Defines "hosting platform" as any person who collects or receives fees, directly or indirectly, for conducting booking service transactions.

Requires affected counties to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2029 regular session.

Repeals on June 30, 2029, and takes effect on July 1, 2023.
