Reduces the percentage of state capital improvement appropriations transferred to the Works of Art Special Fund from one percent to 0.5 percent.

Limits the 0.5 percent transfer requirement to appropriations designated for construction of new state buildings, properties, or facilities (removing previous coverage of renovations).

Exempts appropriations from the passenger facility charge special fund and the rental motor vehicle customer facility charge special fund from the transfer requirement.

Requires the comptroller to provide agencies with guidance on calculating the 0.5 percent amount and to ensure timely and accurate transfers to the Works of Art Special Fund.

Takes effect upon approval.
