Allows counties to adopt ordinances permitting one dwelling per quarter-acre in rural districts, reducing the current minimum density requirement from one dwelling per half-acre.

Amends Hawaii Revised Statutes Section 205-2(a)(2) to change the minimum density standard for rural districts from "one house per one-half acre" to "one house per one-quarter acre."

Modifies Section 205-2(c) to permit one dwelling on lots as small as one-quarter acre within rural subdivisions, while maintaining the half-acre minimum lot size requirement for all other dwellings in the subdivision.

Amends Section 205-5(c) to align residential density standards with the quarter-acre minimum density for low density residential uses in rural districts.

Takes effect upon approval and provides counties flexibility to address local housing needs while maintaining rural character requirements.
