Requires presidential primary candidates to file nomination papers signed by at least 100 registered voters of the State, compared to lower requirements for other offices.

Sets filing deadline for presidential candidates' nomination papers as 4:30 p.m. on the second Tuesday in January.

Establishes $3,000 filing fee for presidential candidates, with a $2,675 discount available for candidates who voluntarily agree to abide by spending limits.
