Add a new purpose to the State Art Museum's mission allowing counties and private organizations to display art through loan arrangements with the State Foundation on Culture and the Arts.

Require artists residing in Hawaii to receive selection preference when commissioning works for the Arts in Public Places Program.

Direct the State Foundation on Culture and the Arts to conduct an inventory of artworks currently displayed, including identification of pieces not displayed for more than 10 years and recommendations for rotating displays in public facilities and through loan arrangements.

Require the State Foundation on Culture and the Arts to submit a report on current displays of works of art under the Arts in Public Places Program to the legislature no later than 20 days before the 2024 regular session.
