• Adds new Chapter 507 provisions authorizing the State and counties to attach and record liens on real property for unpaid civil fines resulting from violations of land use laws.

• Requires administrative hearing under chapter 91 before collection of administratively imposed civil fines, with 30-day appeal period from final written decision.

• Establishes lien as paramount against all parties except prior tax liens and mortgagees/purchasers whose interests arose before lien recording.

• Permits State and counties to satisfy unpaid civil fines through power of sale of the liened real property after all notices, orders, and appeal proceedings are exhausted, subject to adoption of appropriate ordinances establishing this power.

• Effective June 30, 3000.
