Establishes a Planned Community Association Oversight Task Force within the Department of Commerce and Consumer Affairs to examine rights afforded to condominium property regime owners under HRS Chapter 514B and determine feasibility of extending those rights to planned community association members under HRS Chapter 421J.

Establishes a Condominium Property Regime Task Force to examine issues regarding condominium property regimes under HRS Chapter 514B and assess alternative dispute resolution systems established by the legislature.

Both task forces shall consist of a DCCA representative, one House member, one Senate member, and any additional members deemed necessary, serving without compensation but receiving reimbursement for reasonable expenses.

Task forces must submit interim reports no later than twenty days before the 2024 legislative session and final reports no later than twenty days before the 2025 legislative session, with both task forces ceasing operations on June 30, 2025.

Act takes effect on June 30, 3000.
