Adds a new exemption to Hawaii's transient accommodations tax for state residents who provide valid Hawaii state identification cards or driver's licenses displaying a Hawaii address as proof of residency.

Modifies Section 237D-3 of the Hawaii Revised Statutes to add subsection (9) creating the resident exemption while maintaining all existing exemptions for health care facilities, educational institutions, military personnel, and others.

Effective date is July 1, 2023.
