Amends Section 89-5, Hawaii Revised Statutes, to change the appointment process for the labor representative on the Hawaii Labor Relations Board (HLRB)

Removes the requirement that the labor representative be selected from a list of three nominees submitted by mutual agreement of a majority of exclusive representatives

Establishes that the labor representative shall be selected by simple majority vote of the exclusive representatives certified pursuant to section 89-8 and submitted directly to the governor

Requires the governor to transmit the nominated labor representative to the state senate for advice and consent

Takes effect on June 30, 3000
