Department of Human Resources Development must conduct a study to review the repricing processes in section 89-9, Hawaii Revised Statutes, which governs reassignment of employee classes to different pay ranges without changes in duties.

Study shall evaluate whether existing repricing review processes are adequate and consider processes that ensure equal pay for equal work as mandated by section 76-1, Hawaii Revised Statutes, and comply with federal and state anti-discrimination employment laws.

Department must invite participation from county representatives, Hawaii Health Systems Corporation, judiciary, department of education, Hawaii Government Employees Association, United Public Workers/AFSCME Local 646, and other appropriate employers or agencies.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2024.
