Expands the definition of "person" to include sole proprietors, principal responsible managing employees, and contractor license holders who can be held liable for violations.

Requires listing of both the person and firm on notices of violation for first and second violations, and mandates a three-year suspension from public work projects for third violations.

Applies suspension and penalty provisions to both contractors and subcontractors, and requires immediate notification of suspension orders to governmental contracting agencies and general contractors.
