Establishes labor standards requirements for renewable energy projects with capacity rating of 10 megawatts or greater in Hawaii.

Requires project constructors to submit signed attestation or declaration to the Department of Labor and Industrial Relations within 30 days of construction start, affirming compliance with prevailing wage rates, apprenticeship requirements, workplace harassment/discrimination policies, and workers' compensation standards.

Contractors and subcontractors must offer health care and retirement benefits, maintain valid licenses, demonstrate seven-year compliance history with state safety and wage laws, and provide quarterly reporting to the project owner or utility.

Permits exemption from attestation requirements if a project labor agreement is provided instead, with provisions allowing non-union contractors to bid and protecting against work stoppages.

Attestations and project labor agreements are public records for reporting purposes only; the Department of Labor shall not use them for investigation, regulation, or enforcement; effective June 30, 3000.
