H.B. 191 Summary

• Requires regulated electric and gas utilities to use the estimated social cost of greenhouse gas emissions (carbon dioxide, methane, and nitrous oxide) established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases when evaluating integrated resource plans and project proposals.

• Directs the Public Utilities Commission to use the social cost of greenhouse gas emissions when assessing penalties for delays in integrating renewable energy projects and programs that reduce carbon emissions.

• Requires the State to consider the estimated social cost of greenhouse gas emissions when planning new infrastructure and capital improvement projects.

• Requires the State to consider the estimated social cost of greenhouse gas emissions when designing and constructing new buildings.

• Effective July 1, 3000.
