• Transfers authority to enforce and adopt minimum efficiency standards from the Director of Business, Economic Development, and Tourism to the Chief Energy Officer of the Hawaii State Energy Office.

• Establishes new minimum efficiency standards for electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers, effective January 1, 2025.

• Allows manufacturers to use the Home Ventilating Institute's certified products directory certification program to demonstrate compliance with efficiency standards.

• Authorizes the Chief Energy Officer to adopt or amend efficiency standards for any products deemed appropriate, provided new standards would promote energy or water conservation and be cost-effective for consumers, with a one-year implementation period before taking effect.

• Specifies efficiency standards aligned with existing federal and state regulations (California standards, ENERGY STAR requirements, ANSI standards, and EPA WaterSense specifications).
