Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support private fleet operators in transitioning to zero-emission vehicles for light-, medium-, and heavy-duty vehicles.

Designates the Hawaii state energy office as the administering agency and requires it to work with the department of transportation to design implementation strategies.

Requires the Hawaii state energy office to seek stakeholder input on program components including high-priority fleets, transition barriers, financing tools, nonfinancial supports, and success metrics.

Defines financing tools (capital instruments, risk reduction instruments, cost-smoothing instruments) and nonfinancial supports (technical assistance, policy measures) to be made available to fleet operators by January 1, 2024.

Requires the Hawaii state energy office to develop a data collection strategy tracking vehicle performance, costs, battery performance, residual values, and zero-emission vehicle miles traveled, and submit findings to the legislature by twenty days prior to the 2025 regular session.
