Amends the definition of "historic property" in Section 6E-2, Hawaii Revised Statutes to include heiau and underwater sites that are over fifty years old.

Expands the definition to include properties with important value to Native Hawaiians or other ethnic groups due to associations with cultural practices, traditional beliefs, events, or oral accounts significant to the group's history and cultural identity.

Properties qualify if they meet criteria for placement on the Hawaii register of historic places or have the cultural significance described above.

Does not affect rights, duties, penalties, or proceedings that were established before the effective date.

Effective June 30, 3000.
