HB 202 - Historic Preservation Reviews

• Authorizes the Department of Land and Natural Resources (DLNR) to contract with third-party consultants to conduct historic preservation reviews if the department cannot complete its review within 60 days.

• Third-party consultants must meet educational, experience, and qualification standards for preservation professionals as established by rules adopted by the state historic preservation division.

• Applies to reviews of state projects, privately-owned historic properties, aviation artifacts, and burial sites under Hawaii Revised Statutes sections 6E-8, 6E-10, and 6E-42.

• Requires third-party consultants to provide recommendations to the department within 30 days of receiving a review request.

• Appropriates funds to the state historic preservation division for fiscal years 2023-2024 and 2024-2025 to retain third-party consultants (amount to be determined).
