Allows professional and technical staff of the state historic preservation division to be exempt from civil service laws under Chapter 76 of Hawaii Revised Statutes.

Authorizes the division to employ staff without civil service wage restrictions, enabling competitive wages of 12-50 percent above standard rates to address recruitment difficulties.

Exempts the historic preservation division positions from the automatic expiration provision in Section 76-16(b)(17)(A), making exemptions permanent rather than temporary.

Addresses the division's inability to compete with private cultural resource consultancies and federal government positions for qualified professional staff.

Takes effect on June 30, 3000.
