Requires employers with five or more employees to provide a 20-minute rest break to employees working shifts of six or more hours but less than eight hours.

Permits employers and employees to negotiate rest break terms, including the employee's option to decline a rest break.

Allows rest breaks to be unpaid, and requires employers to relieve employees of duties during unpaid rest breaks.

Amends Hawaii Revised Statutes Section 387-3 to add rest break requirements while maintaining existing overtime compensation rules.

Effective July 1, 2023.
