Amends Section 346-70, Hawaii Revised Statutes, to extend medical assistance eligibility for pregnant women who receive substance abuse treatment during the 60 days before childbirth.

Eligible pregnant women may receive substance abuse treatment and related mental health services for up to 10 additional months following childbirth, provided they adhere to all substance abuse treatment program requirements.

Extension of services is contingent on legislative appropriations and any necessary federal approval.

Pregnant women must be 19 years of age or older, legal immigrants who entered the United States on or after August 22, 1996, with family income not exceeding 185 percent of the federal poverty level.

Takes effect upon approval.
