Amends Hawaii Revised Statutes § 346-59 to include long-term supports and services in the department of human services' payment methodology alongside medical care payments.

Requires the department to review payment rates for services without Medicare comparisons on a consistent schedule no longer than five years in duration, rather than relying solely on Medicare comparisons.

Directs the department to submit annual reports to the legislature when reviewing rates without Medicare comparisons, estimating costs to pay providers according to rates determined under the new methodology.

Appropriates general revenues for fiscal year 2023-2024 to fund costs associated with the department establishing new payment rates for long-term supports and services providers.

Takes effect July 1, 2050, except the appropriation provision takes effect July 1, 2023.
