Establishes a two-year public housing tenant upward mobility pilot program administered by the Hawaii Public Housing Authority to provide paid part-time on-the-job training and work experience to public housing tenants.

Authorizes the Hawaii Public Housing Authority to contract with nonprofit organizations, for-profit organizations, or foundations to implement the program without compliance with Hawaii Revised Statutes chapters 103D and 103F (procurement requirements).

Requires an interim report to the legislature no later than twenty days before the 2024 regular session and a final report with findings and recommendations no later than twenty days before the 2025 regular session.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 for all program costs (specific amount not filled in the bill text).

Effective date: July 1, 2050.
