Amends Act 317 (Session Laws of Hawaii 2022) to change the child welfare services branch project from a "modern case management software solution" to a "comprehensive child welfare information system"

Allows the department to contract with multiple qualified child welfare software providers or procure available software, rather than requiring a single provider contract

Changes required system features from mandatory ("shall") to optional ("may"), including caseworker tracking tools, family portals for resource caregivers, online access for families to child care information, and a portal for minors over age twelve to access support services

Extends the appropriation lapse date from the end of fiscal year 2022-2023 to June 30, 2024, allowing unencumbered funds to remain available through that date

Requires the child welfare services branch to submit status reports to the legislature no later than twenty days before the regular sessions of 2023 and 2024
