Classifies neonicotinoid pesticides as restricted use pesticides in Hawaii, requiring certified applicators or competent persons under direct supervision for application.

Defines "neonicotinoid pesticide" to include acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, thiamethoxam, and any other chemical designated by the EPA as belonging to the neonicotinoid class.

Amends Section 149A-2, Hawaii Revised Statutes, to add the neonicotinoid definition and expand the restricted use pesticide definition to automatically include all neonicotinoid pesticides.

Legislature finds neonicotinoid insecticides are neurotoxic, harm pollinator populations, threaten food systems and ecosystems, and may pose serious health risks to humans.

Takes effect upon approval.
