Adds a new exception to Hawaii's school service area residency requirement for children whose parent has transferred or is pending transfer to a military installation in Hawaii on active duty pursuant to an official military order.

Requires the Department of Education to accept school enrollment applications electronically within five days of receipt of a military order, subject to available space.

Allows parents to provide proof of pending or current temporary on-base housing, an agreement to purchase/construct/lease a dwelling, or waitlisted/pending federal government housing status for school placement purposes.

Requires parents to provide proof of residence and required documents to the department within ten days after the arrival date on official military orders.

Permits students to continue attending the same school through the end of the school year if relocating from temporary to permanent military housing and have attended for at least fourteen school days.
