• Adds new subsection (g) to Section 46-16.8 allowing counties that adopt a county surcharge on state tax to use revenues for maintenance of privately-owned roadways that are open to the public.

• Amends Section 243-6 to add a new paragraph (3) to the list of eligible expenditures for county fuel tax revenues, specifically for reconstruction, improvement, repair, and maintenance of privately-owned roadways that are open to the public.

• Renumbers existing paragraphs (3) through (8) in Section 243-6 to paragraphs (4) through (9) to accommodate the new private roadway maintenance provision.

• Takes effect upon approval.
