Authorizes counties to use county surcharge on state tax revenues for maintenance of public roadways and privately-owned roadways that are open to the public, in addition to existing allowable uses.

Amends Section 46-16.8, Hawaii Revised Statutes to add new subsection (g) permitting counties to use surcharge revenues for maintenance of both public and private roadways open to public use.

Amends Section 243-6, Hawaii Revised Statutes to allow fuel tax revenues to be used for acquisition, design, construction, improvement, repair, and maintenance of private roadways that are open to and used by the public.

Expands fuel tax revenue uses to include purposes and functions connected with traffic control and preservation of safety on private roadways that are open to and used by the public.

Effective date set for July 1, 3000.
