Establishes a state YouthBuild program within the Department of Labor and Industrial Relations to assist nonprofit and public entities in applying for and qualifying for federal YouthBuild program grants.

Authorizes the department to award grants to eligible nonprofit or public entities that have received federal YouthBuild grants, with funds used to meet the 25 percent matching funds requirement of the federal program.

Permits department grant awards to be matched through cash or in-kind contributions from eligible nonprofit or public entities.

Appropriates unspecified amounts from general revenues for fiscal years 2023-2024 and 2024-2025 for both administrative costs and grant awards to eligible entities.
