Establishes a Foreign Agriculture Small Equipment Pilot Program at a University of Hawaii community college selected by the University of Hawaii, administered by the Department of Agriculture in collaboration with the University of Hawaii.

Program shall identify and purchase foreign agricultural technology, including small equipment tractors, and retrofit engines to comply with United States Environmental Protection Agency emission standards for small engines.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 to implement the pilot program (specific dollar amount not specified in bill text).

Requires the Department of Agriculture to submit a report on the pilot program's findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before the 2024 regular session convening.
