• Prohibits assessment of any fees, fines, court costs, surcharges, and reimbursements against minors under age 18 adjudicated for offenses or against their parents/guardians for the minor's offense.

• Limits court-ordered community service for minors to maximum of 72 hours and prohibits interference with school or work commitments.

• Repeals statewide curfew for minors by repealing sections 577-18, 577-23, and 577-24 (parent responsibility, escort responsibility, and dance hall penalties).

• Applies prohibition on youth monetary penalties across multiple statutes including traffic violations, DUI offenses, juvenile delinquency proceedings, school vandalism, and crime victim compensation fees.

• Effective June 30, 3000, with amendments to sections 291E-61 and 291E-61.5 preserved when those sections are reenacted on June 30, 2026.
