Establishes fines of not less than $100 and not more than $500 for each violation

Exempts businesses from the prohibition when providing single-use plastic straws upon request to individuals with medical or physical conditions that make non-plastic straws unsuitable

Allows businesses to purchase plastic straws in sufficient quantities to meet requests from individuals with disabilities, ensuring compliance with the Americans with Disabilities Act and related laws

Defines "plastic" as any material made of polymeric organic compounds and additives that can be shaped by flow, and "business" to include all commercial enterprises and their employees or contractors operating in the State
