Establishes employer contribution to the Hawaii employer-union health benefits trust fund as a fixed percentage of the health benefits plan or life insurance plan premium cost, replacing amounts established through collective bargaining or chapter 89C.

Removes the amount of State and county contributions to the Hawaii employer-union health benefits trust fund from the scope of collective bargaining negotiations by amending sections 89-2 and 89-9.

Eliminates the arbitration process for resolving disputes over contribution amounts by removing provisions that allowed parties to submit recommendations to the legislature when agreements could not be reached within ten working days.

Makes conforming amendments to definitions of "collective bargaining" and "employee organization" to delete references to negotiating contribution amounts to the health benefits trust fund.

Effective June 30, 3000, and applies to public sector collective bargaining agreements negotiated and executed on or after approval.
