• Authorizes the Hawaii Director of Finance to issue special commemorative license plates honoring Olympic gold medalist surfer Carissa Kainani Moore to registered vehicle owners who are state residents.

• Requires the Director of Finance of Honolulu, in consultation with other county finance directors, police chiefs, and Moore Aloha Charitable Foundation, to establish a plate design that identifies Carissa Kainani Moore and meets standard size and visibility requirements.

• Prohibits plate designs that infringe on intellectual property rights, contain obscene content, advertise commercial products, promote religious beliefs, or promote philosophies based on prejudice.

• Charges a special number plate fee covering the county's cost plus an additional fundraising fee determined by the Director of Finance in consultation with Moore Aloha Charitable Foundation; revenue from fundraising fees supports programs promoting gender equity and developing world-class water athletes.

• Allows the Director of Finance to revoke all special plates if fewer than 150 vehicle owners obtain them within three years of initial issuance.
