Permanently exempts nine positions in the Department of Human Services from civil service requirements: second deputy director, information technology implementation manager, assistant information technology implementation manager, resource manager, community/project development director, policy director, special assistant to the director, limited English proficiency project manager/coordinator, and business technology analyst

Amends Hawaii Revised Statutes Section 76-16(b) to add these positions to the list of civil service exemptions, with most positions located in the director's office and one in the social services division

Maintains existing civil service protections for current position holders as of July 1, 1955

Takes effect June 30, 2032, but exemption amendments are protected from repeal under Act 278, Session Laws of Hawaii 2022
