Amends Section 103-8.5, Hawaii Revised Statutes to modify the Works of Art Special Fund by removing renovation projects from the one percent transfer requirement on capital improvement appropriations.

One percent of state fund appropriations for capital improvements designated for construction cost elements will continue to be transferred to the Works of Art Special Fund, but only for construction of state buildings (not renovations).

Maintains existing exemptions for the passenger facility charge special fund and the rental motor vehicle customer facility charge special fund from the one percent transfer requirement.

Takes effect on July 1, 2023.
