Designates April 27 of each year as "Brother Joseph Dutton Day" in honor of Ira Barnes Dutton (1843-1931), who served alongside Father Damien at the Kalaupapa leprosy settlement on Molokai starting in 1886.

Establishes the observance through a new section in Chapter 8 of the Hawaii Revised Statutes, but explicitly specifies that Brother Joseph Dutton Day is not and shall not be construed as a state holiday.

Recognizes Dutton's military service in the Civil War (Union Army, Company B, thirteenth Wisconsin infantry) and his subsequent spiritual journey and dedication to caring for leprosy patients at Kalaupapa until his death in 1931.

Takes effect on June 30, 2050.
