Adds a new section to Chapter 342B (Hawaii Revised Statutes) to establish state policy on refrigerant use.

Prohibits any law, rule, ordinance, or code (including the state building code) from prohibiting or limiting the use of refrigerants designated as acceptable under 42 U.S. Code Section 7671k.

Requires that equipment containing such refrigerants must be listed and installed in accordance with appropriate safety standards and use conditions.

Takes effect upon approval.
